Journal of the Meetings


     The January 9, 2007 meeting of the Delhi Township Veterans Association was called to order by Commander
Donald Osterfeld at 7:30 p.m.

Commander Osterfeld welcomed all present and led the group in the Pledge of Allegiance to the flag.

    The roll call of the officers was held and a quorum was established. Those Officers absent were Trustee Cox
and Trustee Thompson.

    There were _14_ members and guests present.

    The minutes from the December 12, 2006 meeting were read and approved.

     There were no bills that were read.

   The treasurer’s report was read, approved and filed for audit.

    Secretary Lefler only received member applications and name submission for correspondence. Also
announced that membership is at 71 members and that there were 724 names for the Wall of Honor.

    Several issues were brought before the association for discussion.

a.        The governor signed HB699 which gives the DTVA a grant of $100,000.
b.         Commander Osterfeld gave detailed description of the work and the estimated cost of $90,657 for the
Memorial Park project.
c.        Commander Osterfeld announced that the Board has created three committees for the purpose of
organizing and implementing the dedication plans for the Memorial Project. The committees are: General Program,
Safety, Traffic and Crowd Control, Dress and Protocol.
d.        Also requested that members interested in participating in the plans that they join one of the committees.
e.          Possible flyover for the dedication and that a ninety day notice is needed.
f.        Secretary Lefler announced that the first seven hundred fifteen names have been given a location on the
Wall of Honor. Secretary Lefler explained the process for selecting the locations. Veterans’ control numbers and
location numbers were separately placed in bowls. A control number was drawn and then a location number was
drawn which designated the location of the control number and veteran’s name.
g.        Secretary Lefler also described how to read the location numbers. The first digit represents the Wall, the
second alpha digit represents the column, and the last two digits represent the row number. That all columns ‘A-D’
on all the Walls will face towards the flagpole and Wall 1 (central wall): Example 2E17.
h.        Valor Act was passed by Congress. This act makes it illegal to wear medals that were not rightfully received
by the wearer.
i.        Commander Osterfeld announced that the Board has appointed Jay Hepp the official photographer for the
Association.
j.         Commander Osterfeld announced that the Board has appointed Sandy Monahan the official historian for
the Association.
k.        Vice Commander Armstrong announced that the logos from the various schools were ready to be voted on
by the members. After the adjournment of the meeting the members would have a chance to vote on the submitted
logos.

Commander Osterfeld recognized new members and guest present.  We had four new members: Michael Kelsch,
William Leon, Jack Lovell, Richard Morman,  


    Motion was made and passed to adjourn. Meeting closed at 9:30
