Delhi Twp. Veterans Association
March 13, 2007 – Meeting Minutes
The roll call of the officers was held and a quorum was established. Those Officers absent were Treasurer Burke,
Trustee Cox, and Trustee Thompson. Secretary Lefler arrived late.
Meeting attendance was twenty-four.
Cmdr. Don Osterfeld read the notes from the January meeting, also noting that there was no meeting of the Delhi
Twp. Veterans Association in February 2007, due to inclement weather.
Cmdr. Osterfeld explained how the names were chosen to appear on the walls (as a side-bar to the reading of the
January minutes), and also touched on the Valor Act recently passed by Congress.
The Secretary’s report was read in it entirety by Cmdr. Osterfeld and a motion to accept the report was put forth by
a member, it was seconded, and the entire membership was in favor of accepting the report as read.
Cmdr. Osterfeld also read the Treasurer’s report and advised the Association had a balance of $44,473.92 as of
3/13/07. A motion to accept the report as was put forth to the membership, it was seconded and the entire
membership was in favor of accepting the report as read.
Vice Cmdr. Henry Armstrong gave an update regarding the Delhi Twp. Veterans Association logo. He advised that
the winning design for the logo was submitted by a young lady who attends Seton High School (her name to be
announced at a later date).
Vice Cmdr. Armstrong also mentioned that he has a gentleman working on the production of a lapel pin, a
challenge coin and coasters bearing the Delhi Twp. Veterans Association logo. He advised that each member of
the association would be receiving a lapel pin when they are made available.
Cmdr. Osterfeld announced that the Association has obtained tax exempt status.
Cmdr. Osterfeld passed around a “thank-you” card from the Wolfer family for the card and donation made by the
Association on Clem Wolfer’s behalf.
New estimates were presented to the membership by Cmdr. Osterfeld:
Landscaping - $6,500.00
New concrete, Flag pole relocation, (present) landscape removal - $30,651.00
Five granite walls with up to 1000 names - $60,500.00
Electrical work - $3,500.00
Bronze posts & chain - $7,000.00
Total - $108,151.00
Cmdr. Osterfeld advised that Bruce Raabe and Bob Bass (oversees construction within the Twp.) were the points-
of-contact (POC) for Delhi Twp. And that he had been working with them to finalize the plans for the monument. He
advised the following points:
- He had received the necessary paperwork from the State of Ohio and it had been
forwarded to the townships attorney, Dave lane for review.
- A resolution must be passed by the township trustees authorizing the monument, as well
as the work and expenditures involved.
- The above paperwork must be approved by April 1, 2007 and then sent back to the
State.
- The check will then be cut to the DTVA by the end of April.
- At this time, it remains unknown if the Association will have to seek bids for the work
done on the monument – if so, it will be a 21 day process to get the bids.
Cmdr. Osterfeld advised that our tentative date for completing will hopefully be Nov. 11, 2007 (Veterans Day).
A $100.00 savings bond was presented to Ed Wright for his grandson, Jameson Wright, son of James Wright who
gave his life serving our country in Iraq.
The key note speaker for the evening was Jack Ryan, who gave a short talk on behalf of the Delhi Twp. Civic
Association.
Vice Cmdr. Henry Armstrong solicited input from the membership with regard to the DTVA having a chaplain, a
color guard and a gun (firing) squad for use at funerals and other veteran functions. The membership was in
support of the idea, but nothing has been finalized at this time.
Cmdr. Osterfeld reminded the membership that June 14th, 2007 was Flag Day, and informed them of the
celebration event put on by Riverview Retirement Center (5999 Bender Road). Secretary Lefler also advised that
the DTVA was invited to have a booth at the function.
A motion was put forth to close the meeting, it was seconded, and the meeting officially ended at 8:30 pm.
